In this tutorial you will learn how to add a windy effect on a scenery photo. We will mainly use Filter effects to achieve the result
Step 1: Create a new document and press D and X to reset and swap your background and foreground colors to black and white then go to Edit>Fill and fill your document with black
Step 2: We will create "wind" effect from some straight lines so go to Filter>Pixelate>Mezzotint and select Fine dots type from the drop-down box 
Step 3: To turn these dots to straight lines, go to Filter>Blur>Motion Blur and set an angle of 0o 
Now we had many white straight lines! Step 4: We just need some of them and the best way to eliminate gray lines is to go to Filter>Stylize>Glowing Edges and use the default settings (Edge Width 1, Edge Brightness 20, Smoothness 11). Click OK and we get: 
Step 5: Now we should duplicate this layer by pressing Ctrl-J so that we can preserve this layer in case we make some mistakes. Next we will turn these straight lines to curved ones by going to Filter>Distort>Wave and use these settings: 
Step 6: We can some "plastic" effects by going to Filter>Artistic>Plastic Wrap: 
Our lines will look like this: 
Step 7: Next you have to find a nice background for this effect, you can use the photo below 
Place it under your duplicated layer and change the blending mode (of the duplicated layer) to Overlay to blend its colors to our scenery photo 
Step 8: Next we should use the Eraser Tool with a soft (0% hardness) and low opacity (50%) brush to blur some areas on the "wind" 
Step 9: The last step is to add color to our wind so that it blends better with the sky by going to Image>Adjustments>Hue/Saturation and use these settings:
And this is the result:
